I'll never come around to a progression system that focuses on +Base Stats and unlocking +Stat gear in a PvP only, matchmade shooter. Having said that, if CCP decided to keep their original concept for SP then your proposal would be a much cleaner way to do it.
Is the match creation logic (PI Contracts) for a PvE mode or is it for 2 teams of mercs fighting drones and each other? Either way it's a nice integration with Eve but more importantly it's a nice immersive excuse to have a lobby mode.
I'm not sure I understand what problem your Asset Deployment proposal is trying to fix? Is it trying to get players to commit to a certain tier/value of gear before a fight?
I don't run scout so take this with a grain of salt but IMO cloaks are fine as they are. Some variation would be fun though.
Safety system would defs be needed for open world modes on highsec planets this seems like it'd work well.
(Also you've motivated me to do something similar for my ideas around SP and gear)
The match creation logic was originally intended to be PvE focused. In addition, if CCP can pull it off, allow a second party to join in unannounced mid-match and try to steal any drone loot they can find. But to have a second party come in like that might require that the original party that accepted the contract be already in progress. Imagine a public match today but only one team is needed for the match to start. Anyone that comes in after that will join the second team. But the second team would not be paid by anyone other than what loot they stole because they weren't the ones that accepted the contract in the first place.
But in the end, everyone still wins. The first team that accepted the contract has cleared out the drone infestation, the second team that came in uninvited gets to steal some loot from the first team, and the Eve Online player who owns the colony no longer has a drone infestation until the next time. It's kind of like PvEvP like in Eve.
Again, that's assuming CCP could pull it off.
The asset deployment was to help address everyone's confusion about the lore. It's an extra, really. But after some thought, CCP could just allow mercenaries to use their own personal warbarge to move from one system to another at will. They just won't be able to see the outside of their ship like Eve Online players do. To a mercenary, he/she will just be looking at a control panel in the bridge. That and I just want to walk around in my personal warbarge instead of walking aimlessly in my quarters.
